My only worry with your contest idea is that it circumvents the whole objective I had - to give a sense of participation to the disenfranchised. The criteria you mention - well, the way I see it is they would select for the kids who are clearly not "troubled". The ones who already think the Shuttle is a worthy thing - and who have enough of a sense of civic inclusion to follow through on an entry letter.
The space program is in my impassioned opinion one of the most wonderful things the US of A has done this century. And it is becoming marginalized by legislators who are just doing their jobs - responding to voter apathy. My long-term objective is to build "brand identity" for the Shuttle (and its associated space science and economy) among the unreached portion of the now-and-future voting public.
So I want to place the fulcrum for my lever as far from the usual support base as possible.
Like the charity program that buses inner-city kids onto farms and shows them how a cow looks. Feels. Smells.
