I don't think I am losing sight of your goal, but I just see social stratification among the people you call "disenfranchised." They aren't really disenfranchised, because they do have votes. What they may not have is hope, or dreams. God bless the kids who walk past crack dealers and garbage and boarded-up businesses on their way to and from school, and go every day, and make good grades, and are lucky to find jobs at minimum wage, and show up every day, and believe in the American dream against unimaginable odds. Even among those kids I am sure there is a belief that "Whitey on the moon" has nothing to do with them, and threatens the size of the slice of pie the government has for the so-called safety net. Why should low-income-earning tax-paying poor teenagers care about whether Whitey gets to go to the moon using their hard-earned sorely-missed tax dollars? Give them a dream, I say.
