I don't think either side can (or should) claim victory. There is little honor in doing so. The way I read it is Starr is an extreme literalist who follows the letter of the law wherever it may lead. While not without virtue, the sterile environment of legal theory doesn't always translate into wisdom. I don't think he was overly motivated by politics like Lawrence Walsh was.
