Margin allows you to buy stocks on credit...

That's a simplistic explanation, but Wit explains it pretty nicely at this link: witcapital.com

You also must have a margin account if you want to short stocks.

To be honest, I've never done much margin buying. The leverage is great, but I've also heard people cry the blues when the stocks they bought on margin drop instead of rise, and the dreaded margin call comes in. And I've never shorted a stock in my life.
