Subject: Shareholder Petition of Dissent

Please be advised that the following shareholder(s) of Harken Energy Corp.
(HEC-AMEX) are hereby submitting a Petition of Dissent to CIBC's
"Downgrade" of the shares of Harken Energy, issued by CIBC on July 2, 1999.

The purpose behind this communication is to serve notice on CIBC World
Markets that we believe this untimely downgrade may border on manipulation,
and as such could have grave consequences for CIBC's standing in the
investment community.

A synopsis of the downgrade suggests, without ANY factual basis, that HEC is a
"catalyst" driven stock, and no catalyst events are foreseen in the near-term by
CIBC.

We refer to the following points of your prior "reiteration of strong buy" dated:
May 14, 1999. 1) 1Q99 Operating results. 2) Mention of high potential for
Columbian drilling operations. 3) Mention of Harken's Laurel #1 Well drilling
operations. 4) World Bank financing for $55 million dollars re: HEC's Bolivar
assets.

The facts indicate NO MATERIAL CHANGE of a detrimental nature has
occurred since your May 14, 1999 report. In fact, on July 1, Harken released
encouraging initial findings re: Laurel#1. You indicate expected news on the
World Bank financing in 3Q99. We are now in the 3Q. It would seem, the
"catalysts" mentioned in your downgrade either have occurred, or are imminent.
Oil prices are hovering near the coveted $20 a barrel price.

Your July 2 "downgrade" is viewed by us as erroneous, untimely, and possibly
manipulative.

THEREFORE, we will expect an appropriate public response from you by 5pm
est, Friday July 8, 1999. And an immediate electronic response to us by 5pm est,
Thursday July 7, 1999. Your failure to submit what we deem to be an
appropriate response will initiate our consideration of filing an official protest
with the United States Securities and Exchange Commission, requesting that they
begin an immediate investigation into the trading patterns of the shares of
Harken Energy Corp., and any possible link between price manipulation and
CIBC World Markets trading activities in that security. We will also consider
the release of this Petition through the Pr Newswire, or any other News services
deemed appropriate.
