Money is a proxy for credit, back by the government. Bingo!! You win a cookie... <VBG> And with a budget surplus, the economy and gov't ability to service their credit increases. The key, I think, is what Zeev mentioned. There must be a tax credit involved so that a portion of that surplus returns to tax payers who will spend it and replace the economic stimulus that the deficits had created.
