Do you think Columbia (?) paid for your education out of taxable funds? Those foundations were subsidized by tax deductible contributions. I bet I worked for the government much longer than you (1952 -- present)and have an excellent idea of per diem and travel expenses ($7 a day when I started). I certainly hope you deducted the Russian newspapers and travel (over 2% of AGI) as "employee business expense." I think you are very noble for doing what you have to do to do a good job, just like every school teacher and professor in public and private schools everywhere. But if you think that your education was not partly at government expense, you are sadly mistaken.
