"How" is the question. Traditionally here in the Toronto area,
Bell and cable operators do not get along very well. Bell tried to
get DirecPC to cut into any momentum that internet cable access may have back when it was announced in 1995. Bell would probably try to jump aboard given the chance. As for the little guy ISP, I don't see where they fit in. With dial modem access, traditional ISPs had a competitive advantage to boast different access charges (ie. time usage), blocking ratios (non busy signals) and even perhaps site advantages a la Compuserve/AOL. With cable modems operating as 7 x 24 using the same ether to access all prospective ISPs, I wonder what third parties can offer to compete against @home other than a different domain name and perhaps special programming or access to pay sites that would normally invoke charges. What would differentiate a small ISP to gain users from @home. Costs and services are one area where ISP "A" may under cut @home in monthly access, while ISP "B" may throw in say free real time quotes. Overall, @home is a titan, they could leverage cross country licensing deals that no local little guy ISP could match. To me, this is an open door for very large players who want to take on @home. It's not for the little ISP.
