[July 5 1999] Not (yet) on full scale, but Kazan aviation plant received an order from the Russian Ministry of Defense to complete the unfinished Tu-160 bombers, that have been stored for years at the company's production facilities. This was announced by Naeel Khajrullin, general manager of Kazan aviation plant, to the Novosti news agency.

The production of Tu-160 (NATO name: Blackjack) was initiated in 1984 but was later halted under the arms reduction treaty with the United States. Russia can complete the existing Tu-160 bombers, that were under construction before the treaty was signed, without violating the treaty's terms.

The decision to resume production comes following a much publicized flight of a pair of Tu-160s along the Norwegian coast on June 25th, 1999. Two Russian Tu-95 strategic bombers flew near Iceland on the same day as part of the West '99 military exercises - largest in Russia in the last decade. Both bomber groups were met by NATO fighter jets, but not before the bombers came within the range required to fire nuclear cruise missiles at the United States and turned back to Russia. This was an impressive illustration of ineffectiveness of NATO air defenses. It is difficult not to connect this incident with the announced resumption of Tu-160 production.
