K., not sure, so I've put in a quotation so that you can judge for yourself what it might mean. Here's the first two sentences of the article (by Kitta MacPherson): "In the four years since energy deregulation has gotten under way in Ohio and other parts of the nation, energy production at coal-fired energy plants has increased by about 8%. At the same time, the output of environmentally friendlier natural gas-fired plants has decreased 5 percent, according to figures collected by the federal Department of Energy." In another part of the article the author also states that one of the key cost advantages of coal is that the older coal burners in OH, KY and IN were "grandfathered in" and thus don't have to abide by the more stringent emission policies in force in newer plants, or don't even have to purchase and maintaine expensive emission-monitoring equipment. Unfortunately, I know of no on-line location to read this article in its entirety.

I didn't know DP&L had converted to gas. They were always a big customer for coal out of the Ohio Valley area.
