I do not believe that Charles regards Mussolini's book highly, nor thinks it paints him in a positive light. FDR regarded the book highly. I believe that Charles was simply interested in pointing out that Mussolini did, in fact, come out of the Socialist milieu (he was a delegate to the Second International), and that the economic elements of fascism found some favor is social democratic (commonly called "liberal") circles...

Neocon's take on my position is correct, so I won't repeat what he said. To carry it further, as a young man Mussolini was a radical socialist. His fascism was the first leftist and nationalist opposition to Moscow-based communism. He was embraced in numerous left-wing salons. George Bernard Shaw called him "progressive."

As for his alliance with Hitler, lets keep in mind that nazi is an acronym for Nationalist Socialist Workers Party. They were indeed birds of a feather.
