As part of the FEMA Federal Response Plan, there is a detailed plan for the evacuation, shelter, and care of large populations. Such plans for shelter are in place for any major disaster, but they have been incorporated into Y2K consequence planning by FEMA. Ken, just what is served by confusing CONTINGENCY PLANS with OPERATIONAL PLANS?? Now if FEMA was saying that on such and such a day before Jan 1st they were planning on mobilizing US forces to act as police forces and would be moving large quantities of people to shelters, then I would say this article would be newsworthy. But to merely emphasize a report that contingency plans ALREADY IN PLACE for natural/man-made disasters are being incorporated into Y2K "worst case scenario" planning, seems little more than Worldnut's daily ration of conspiratorial tripe. Why wasn't it a pertinent story when those contingency plans only centered around natural disasters?? Contingency plans are just that.... operational plans TO BE INITIATED in the event of infrastructure failure or loss of social order. All that has occurred is that Y2K has been added as a potential source of social disorder and disruption. So again, I ask... why weren't FEMA contingency plans for natural disasters worthy of an article even though they mirror those for Y2K?? We need to find some balanced news analysis out here instead of emotionally reacting to every new world order conspiracy theory.

To characterize a contingency planning exercise as a plan for the takeover of private businesses and population relocation is such irresponsible baloney. It's FEMA's job to imagine the worst--that doesn't mean any reasonable person expects to see it happen.

thank you, ken. i don't know about others, but *~~I~~* have been waiting for the new batch of FEMA 'utterances' regarding this y2k and governmental 'herding' mentality surrounding y2k civil disturbances. i hadn't seen it until you took the time to post that extremely important cut/copy WND article. we can probably mark down on our calendars this particular 'release to all the country's various FEMA agency's and underlings as a turning point in the public information cycle. it has to be. the spin control of the news and the news media has been so damned pervasive and persuasive. all the regulations and committee meetings had to be held first inorder to distill it into such a document. it is my further thought that the timing of this particular FEMA utterance is supportive of the focused march to Sept 1 99 when a great many things in our lives will take an initially subtle turn toward the cattle drive by the govt into y2k mode led by FEMA trailboss, Martin is his name, right? but just as in lazy days of youth in hot east texas, everyone is hoping there is no cattle stampede. however, even the head cowpunchers are having a hard time sleeping at night in this y2k instance. they KNOW they is going to be a stampede in this case. us little spoiled usa dawgies will fulfill their finest, worst case scenario OPERATIONAL plans. fortunately i'm now too far away to fit into one of their 'corrals' recently built by the govt very stealthily' in my former geographical locale. whole thing gives me the giant shudders for my family members still in that old location.
