That's horrible! I'm getting .923Mb on my basic 384kb account. You should me getting much more than 1.5Mb.

The 2 meg file showed .56 megabits as the throughput.

I did the 10 Megabyte test and received 5.75 Mbps. I also have a lot of hops.
