If it doesn't dissipate _any_ heat, then almost by definition it does no work, either. Of course, _lowering_ power dissipation has been a goal of every chip maker for years; "putting out RF" doesn't sound to me like a way of achieving that.

Chad,

Nanopierce makes connecting technology which may potentially provide a better way of connecting an elecronic component into its package, or the packaged electronic component onto a circuit board. This may provide more reliable or cheaper connections.

However, it does absolutely nothing to reduce the heat generated internally by an integrated circuit. This heat has nothing to do with the connecting technology used.
