I do not understand that.

I have worked in different banking corporations in my homecountry. I always was allowed, sometimes encouraged with small bonuses (in turn, the shares got locked up between 1 and 4 years) to buy the bancs shares, most recently when one went public.

There are only trading restrictions near general meetings and when the stock gets on a watch list or "restricted list".

It can't be the foreign status as well, the ADRs get "blue skied" for trading all over the U.S. Maybe they trade on a when issued basis, but I haven't heard of that.
