I found a feedback area on a web site to trade, buy or sell used DVDs was full of complaints 'naming' people who promised something, but took the money without delivering. The whole thing left me scratching my head. dvdhunt.com

I see E-Bay uses a double entendre of "Safe Harbor" to describe their customer service and education resource. The link to insurance stating March 1, 1999 may have been prompted by the case you cited.

July 26 — Scam artists have figured out a way to win eBay auctions on the cheap. In a process known as “bid shielding,” two people work in tandem — one lays down a lowball bid, then the other puts in an outrageously high bid that scares off all other bidders. At the last moment, the high bidder withdraws, leaving the lowball bidder the winner. And victims may never know why their items sold for such a low price.
