According to Investor Relations, the outstanding shares is around 109 million, plus a little (unspecified) more. Someone on Raging Bull is reporting 110 million. The company reported is not raising funds by selling more shares because they have sufficient current income from international pre-sales.

I assume the technological explosion referred to by Van Damme refers to (expensive) technological capability, including special effects and film production techniques that have become part of today's film making. The end result may either be cost effective use of modern technology, or creation of effects that create a marketing and therefore competitive feature of a film. Van Damme's interest in First Miracle is reported to be in production. He brings films and a name actor to the table.
