Glad you asked one I can answer. Just drag 'em. Click on the one you want to move and drag it up or down to where you want it and drop it. You'll see a black line moving with it. Works on Favorites too. Just discovered this by accident a couple months ago but it was a great find.

I don't know how to create one list in alphabetical order. But I do want to suggest one reason why you see the Start/Program list split into two lists with each list sorted by alphabetical order. On my computer clicking on Start/Programs displays one long list with two parts. The first part of the list displays a list of folders in alphabetical order The second part of the list displays a list of shortcuts in alphabetical order. Pointing to a folder displays the contents of the folder. Clicking on a shortcut starts a program. Hence I suggest because the Start/Programs list contains two different types of items, folders and shortcuts, there is a good reason why you see the Start/Program list split into two sorted lists.
