RT, the Gilder Tech Report from February of '99 details a great deal of the information you're looking for, including a paragraph regarding Lucent's arrangement to equip WinStar. There is right now, however, a sense that Lucent's newly announced laser system may have changed the game.

Rainier, and Joel--Re FBB Wireless--Apologies for the delayed reply. Vacation took me out of reach. I am planning on doing some more investigation on this shortly. I'll post what I find, and of course watch here.
