Right, that's what I meant. NT has a command prompt, but it is
not a "DOS box" even though it looks like one. You do not
have access to the physical machine directly; only what NT
makes available in its virtual machine.

Since you can't really manage a machine without physical
access to its facilities, NT should provide that function
to system administrators.

Instead, you have to be able to boot another OS that does
provide that access to carry out a few low-level tasks.
I don't believe this has changed for Win 2000. It
sucks in any year.
