The problem is if the masses had taken the threat serious enough to make basic preparations to be independant for a few weeks the panic risk would have been minimal in my opinion and any troublesome scenarios easier to overcome. The panic will come if/when the sheep realize the were wrong and badly wrong.

Re-think your logic here and do some study before blowing out these kinds of 'be happy everybody' absurd statements. You are trying to convince everyone to not fear martial law with that kind of 'happy face', 'smile everybody'totally disassociated blurb----

First, you presuppose to know his mind.

Second, you are forgetting primary responsibilities of the Oral Office.

Then, you are forgetting or ignorant of the fact that related EOs for enacting this ARE ALREADY on the books- quite a simple matter to do only requring some signatures on paper.

Further, that we have technically been in a State of Emergency since the 30s.

More importantly, if you had bothered to study the prior Klinton actions, you would be aware that his focus is TO REMAIN IN POWER!
