I'm not trying to convince anyone of anything.

But you have apparently convinced yourself that martial law is already a foregone conclusion, which indicates that YOU believe YOU can read CLINTON's mind.

But as for fearing martial law?? I don't. I fear looters and anarchists far more than US troops in the streets keeping order, no matter what the circumstances.

And during the period I was involved in various emergency relief operations, wherein National Guard troops were called in to establish order and prevent looting in the aftermath of various natural disaster, NOT ONCE did I catch a whiff of New World Order conspiracies floating around the Ops Center. NOT ONCE.

You've obviously chosen to conveniently forget the fact that Clinton's reputation with the military is about as low as Whale dung.

And without the military, martial law cannot exist. Do you not recall that that memoradum you posted SPECIFIED that national guard troops would remain under the command of respective state governors during Y2K?

Tough to get 50 different governors to kowtow to the White House when they feel their rights as state bodies are being violated.

During which time we have either impeached or came close to impeaching TWO, count 'em, TWO!! US presidents. We have also fought a variety of conflicts, went to the moon (several times), "won" the cold war, seen massive technological progress and wealth created, and remained free enough to permit malcontents like yourself to speak your piece.

So I'll tell you what... if martial law can bring about those kinds of results and maintain the quality of life and personal freedom I'm currently enjoying, maybe it ain't so bad.... <VBG>
