Yes, you can upgrade to Win98 over Win95.

Some people like to do a "clean" install.

That is formatting the HDD and installing Win98, but you have to have your original Win95 CD or disks to verify that you qualify for the upgrade, if you don't have the old disks it won't proceed.

Installing over Win95, all you have to enter is your Win98 key.
