It is nearly impossible to say what is and isn't over regulated. What we can do is measure the effects of the regulation, such as a cleaner environment, and the effects on local business. Since the environment is decidedly cleaner and there is still a very viable business environment, it would be difficult to make a reasonable argument that is is over regulated. (of course that is my opinion, nothing less and nothing more) :-) Mark
