That is an opinion. Nothing more and nothing less. It is nearly impossible to say what is and isn't over regulated. What we can do is measure the effects of the regulation, such as a cleaner environment, and the effects on local business. Since the environment is decidedly cleaner and there is still a very viable business environment, it would be difficult to make a reasonable argument that is is over regulated. (of course that is my opinion, nothing less and nothing more) :-)
