Serious about what? About shipping armaments to those who would later supply them to our enemies, and subsidizing a bunch of trogdolyte dope pushers?

The Soviet Union collapsed because its economic foundation was constructed on a premise that didn't and couldn't work. Forcing them into an arms race may have accelerated this collapse, but it did not create it.

As a matter of history, we sometimes put pressure on allied regimes, and sometimes did not.

Most often we made a show of putting pressure, and not a very good one.
