What is 'moving to 1+ pre-subscription'


This is completely a WAG, but here goes...

When I was little, my mom lived 45 minutes away. We were in the same area code. For me to reach her, I had to dial "1+" her number (no area code.) The baby bell got the toll income from that call, not our normal long-distance carrier.

It's quite possible that now states are giving people the choice of whether to stick with their baby bell or use their normal LD company when making these calls.

I could be completely wrong here, but it's a theory that fits... as some people (not necessarily that many, just some) leave the RBOC, the RBOC's toll income is going to drop.

I haven't read any of USW's SEC filings or anything... is toll revenue a significant portion of their income?
