I think you're talking about the Mongols not the Chinese. Granted at the time the Mongols attempted their Japanese invasions, China had been conquered and was a part of the Mongol empire.

I don't buy the idea we provoked the Japanese into attacking us by not selling them oil and other materials. Considering the aggressions Japan had already made in Asia and the Pacific and the fact that U.S. territories were a natural next target, not selling resources to a likely future enemy was perfectly reasonable.
