Karen- >>My water utility has working manual pumps<<
A big concern is even if it is the much propaganda and accepted bump in road scenario what if your water system accidentally dumps so many chemicals in the water it is undrinkable for extended period ? Then the bump becomes a chuckhole for people in your area. Even under the best scenarios many people are going to suffer dreadfully. I do agree with the gov't that people cannot be trusted to prepare calmly and nothing is gained by starting panic in '99. Prepare best you can and hope for the best. Watch those stocks and risky investments so you can recover if we get thru this --which of course we are all hoping for.
One other thing very overlooked again is US Mail- just as important as electricity.
