Johnson, both as President and as VP, is more closely associated with the civil rights bills than Kennedy since he performed most of the arm-twisting and politicking to get the Southern politicians to go along. In order to be a martyr, one needs to be associated with a cause first. It appears that in Kennedy's case, the association was made after death.

If one applies martyrdom to Kennedy, there is Reagan, Carter, and Ford who were victims of assassination attempts after him.
