I see it like this. Other institutions are not in yet and ML has not fully accumulated what they want until they see a for sure bottom in the mkt. If ML issued a strong buy they would have their boat filled already. Don't forget that buy and sell recomendations are indicators of what the IB is or has ALREADY done with their holdings.

I have NO doubt in my mind WHATSOEVER that INIT will fly right by $20/shr. For them to say $20 is initially laughable, BUT tells me that they want to keep INIT out of the lime light until they are in. For ML to say it is going to be at least a 30B industry and currently at 1B should tell the smart money that INIT is a Yelling buy at these prices.
