I would advise you first download the try-out versions, valid 1 month of HomePage (Apple), DreamWeaver (Macromedia) and GoLive (Adobe). HomePage is fairly simple and straightforward. I don't know if it meets your text file requirements you mentioned, though...

Dan,
I have used Adobe Pagemill to set up a site. Basic, with some control of graphics, but not absolute. I have GoLive on order. From the way it being touted, very precise control of graphics. I'll get back with you on how it looks. As far as the data into forms, no experience there.

Dan, I'm sad to nominate FrontPage

Sounds like some of what you want to do may require server side interaction- the forms data to list stuff.

Frontpage- blech. But there are lots of ISPs that support the front page extensions. So long as the "wizard" does something close to what you want, that's a fast way to do it.

that said, I love (I mean LOVE) Pagemill 3.0

I manage a big site, and it does just fine!
