My eyes tell me otherwise. Here (SFBay) and where my folks live (DC Metro) and my sister (Atlanta) they're building and building. The roads are getting more crowded daily. These aren't signs of a static population.

I don't propose doing anything immediate. "Decent" population control would have to be exercised thru some sort of universally-accepted organ. For now, the sovereignty of nations is a jealously-guarded impediment. (?)
Like I said, I don't have good answers. I cannot conceive a sufficiently incorrupt fertility regualtion agency that charges of eugenics (in the old ugly sense of securing racial advantage) can't be laid. And I would require that such charges could be seen by all to not stick.
