Did AMD publish a datasheet that confirms 1.6V core voltage or are you just quoting from another source?

N0 - YOU ARE WRONG.

I was wrong ONLY on the voltage - it is 1.6 volts and NOT 2.5 volts.

But I was DEAD RIGHT on the power - READ AMD's ELECTRICAL specs.

The ATHLATE pulls down 42 AMPS (Max) at 1.6 volts and 600 MHz., for a max power of 67.2 WATTS .

And as AMD tells you - you have to DESIGN FOR THE Maximum Power !
