I think that QWST is offering the internet access for free when you buy their long distance package, not the other way around:

Qwest on Tuesday said it will offer free, unlimited dial-up Internet access to consumers who choose a special long-distance plan. Under the plan, consumers would pay $24.95 a month for 250 minutes of state-to-state long-distance calls and 10 cents a minute thereafter.


In either case, this is a big move towards erasing the line between data and voice!
