Seems a pretty basic choice to me.

The results of speeding are caused either by the sellers of automobiles, or by drivers who chose to speed. Not both.

Shootings are caused either by people who selling guns or by people who choose to shoot each other, not both.

The misery caused by alcoholism is caused either by makers of alcohol or by those who choose to abuse alcohol, not both.

If you agree with the first proposition in each case, it is only right and reasonable to believe that government ought to prevent these bad things by controlling their causes - those who provide the products.

If you agree with the second proposition, it is natural to believe that government should control only those who use cars, guns, or alcohol in a dangerous way.

By defining yourself as a libertarian, you place yourself in the second category; your comment about an industry that causes misery seems more appropriate to the first. Which still seems a little inconsistent to me.
