Had WCOM used CSCO instead of LU might this problem not have occured?

Does anyone have knowledge or statistics on the relative reliability of CSCO frame relay vs LU or are both equally susceptible to these problems? An eight day outage is clearly unacceptible. Does this point to an inherent technology problem?

Discussion of this from engineers would be interesting & informative.

...The source of the problem was a software upgrade to the Lucent Technologies hardware that routes data though the networks.
