GB, the concern is whether the permits would apply when a different leachate is used from the one stated in the original permits. I just glanced over the HGP report and could not determine if this is a closed loop system or not. There is a claim made that the "spent solution" requires no treatment as the pH is neutral. This does not address how the spent solution would be disposed of. IMO, the HGP would have to be covered under a new permit.
I wouldn't write off Tim's experience with permitting, I've seen him make some good calls on other operations. Judging from the amount of time you're devoting to discrediting him, I'd venture to say you're more than a little concerned. ;-)
A couple of other points:
The May 19/99 nr referred to some samples from the 3 properties being sent out for gold assays, have the results been published yet? I haven't come across anything but may have missed the nr.
On July 30/99 the company indicated that the merger would be completed by August 15th, so I would expect a nr this week.
In the HGP report, Haber states that a lab study is "required to perfect the economics of any system overall" I wonder if Orex have the expertise on board to effect the fine tuning.
