[WinStar Granted 18 Additional 38 GHz Licenses by FCC]

Broadband Wireless Leader Expands Nationwide Presence

NEW YORK--(BUSINESS WIRE)--August 17, 1999-- WINSTAR COMMUNICATIONS, INC. today announced that it has been granted 18 additional licenses in the 38 GHz spectrum by the Federal Communications Commission. The new licenses were obtained at no cost to WinStar. Many of these newly granted licenses cover a portion of or are adjacent to the top 60 markets in which WinStar is building its local broadband network, including New York, Minneapolis, Kansas City, San Diego, San Jose and Norfolk. WinStar is the largest holder of 38 GHz spectrum in the United States, with extensive bandwidth coverage in all of the top 60 U.S. markets.

The new licenses cover in excess of seven million new channel pops, increasing WinStar's total license coverage to approximately 1.2 billion channel pops. In total, WinStar's licenses cover approximately 211 million people, and approximately 80% of the business market.

"We are pleased to have received these additional license grants from the FCC," said William J. Rouhana, Jr., WinStar's chairman and chief executive officer. "These licenses will allow us to expand the availability of WinStar's fixed wireless broadband network and provide even more business customers with a wide range of advanced communications services. Based on the recent FCC ruling in the 38 GHz proceeding, we expect to receive additional license grants in the future."

Other markets where WinStar received new licenses include Raleigh-Durham, Omaha, Chattanooga and Tallahassee.
