Regular modems exist on board, internal boards, and external modems. There's a market for all of them. I don't know the breakdown but the existence of one doesn't exclude the others, seems to me. Especially, with a new technology, I'd prefer to keep them hardware outside of my computer.

And, for offices or multiple users, routers are the way to go. That's how I do it in my two-person office. Those will NEVER be internal.
