Yes. _Exactly_.

Red Hat could even subsequently release something like this under the GPL

They would _have_ to if any GPL code was used in it, and it almost certainly would be, or Red Hat wouldn't touch it.

Who knows where RedHat is going, but I don't think they are doing that sort of thing now. The company that is doing that sort of thing is Cygnus (soon to be renamed to something else). Among recent contracts, they've been hired by Intel to port the GNU C compiler to Merced/IA-64. They are a candidate for going public in the next year or so.
