I do understand that Cisco is only a small part of the article, but it was this paragraph:

One thing is clear: Many of the basic elements of the Internet - components that go by names such as routers and switches - have been identified as ''noncompliant '' and thus could malfunction if they are not fixed or replaced before the new year arrives.

Followed by this paragraph:

Cisco Systems Inc., the world's leading Internet component supplier, lists 25 products on its Web site www.cisco.com that are not compliant and a further 31 that the company does not plan on testing because it regards them as too old to be serviced. Some of these products were sold as recently as three years ago. Many are still in use.

This at least encourages the connection that the non-compliant boxes that are identified on Cisco's website are in critical points in the internet infrastructure. There is clearly no substantiation to this offered and it is this that I consider "sensationalistic". I am aware of the efforts that have been made by Cisco to make sure all of our customers are aware of risks and the solutions that would be appropriate for them. Fortunately the number of routing nodes in the internet infrastructure is relatively small compared to the total number of networking devices connected to the internet and so those that would be in the critical traffic paths are easily identifiable.

An analogy would be that the roads and highways have all had their earthquake reinforcements, but it would be tough to guarantee that every driveway has been reinforced.
