Cellular penetration in western Europe is set to pass the 70% mark within five years, with annual service revenues growing to over $150 billion in the same timeframe. Average revenue per user (ARPU), however, will continue to fall over the period, from last year's $54 per month to $46 in 2004. Handset sales in the region will grow to 183 million per annum in five years, from 61 million units in 1998.
