I don't know because I haven't seen the verbage of the actual report.

But in my opinion it similar to weather forecasting. The probability or likelihood of a particular event, ARE NOT NEARLY AS IMPORTANT as knowing the strength and duration of that weather event.

This is where I haven't seen Jim Lord differentiate between the fact that the Navy report say "yep... there is a probability of a infrastructure failure in this location", without exploring how severe they expect the disruptions to be, or how long it will take to effect repair.

It will be interesting if this information is contained in that report. I'd have to believe that Jim would have discussed it, if it had.
