I don't know where to find a good diamond, except I wouldn't go to a chain jewelry store in a mall. My understanding is that most good diamonds sold in this country are imported through the Netherlands and Switzerland by Orthodox Jews, who also cut them. The "right" person is going to have a small office, and you won't be able to get in without a referral and an appointment, and the door will be locked.
