One difference between drug use and the other crimes is that the user is the primary victim. (Sometimes people refer to drug use as a victimless crime. Anyone who has been close to someone with a serious drug problem knows that isn't exactly true.)

Most folks in prison for drug use have committed countless other crimes, though drug use is usually the driving force behind the crimes. Indeed I suspect drug use is responsible for most of the thefts, armed robberies, and burglaries in our society today. We definitely do need to commit a LOT more resources to treatment within prisons and outside. It's the right thing to do not only for moral and humane reasons but for pragmatic reasons as well. Prison is still necessary though for motivation and intervention reasons.

In regard to Bush, I've heard that he promotes a law enforcement approach only to drug problems and is unfriendly to the treatment side. I don't know if that's really true, though. If it is, he is wrong and should be opposed for that reason alone.
