News out of China last two days pretty well ignores Taiwan except for a statement by Jiang that the interests of Taiwanese investors in China would be protected in spite of the political differences. Foreign Minister almost begging the US to initiate WTO talks and to 'make a new offer' on the Embassy bombing.

China returning to pre-crisis reforms. Zhu denies reports that he'd threatened to quit because reform movement being thwarted. (Jiang realizing how important Zhu is considered internationally?)

Two articles worth reading by China watchers:

>Maybe we should put the INS in charge of our nuclear secrets??<

How about the enforcement of political fund raising laws and regulations?

Can't think of a better application for their misguided black or white "by the book" mentality.

<o.t.> G'day Steve, Ron R & all - I really got a laugh out of the movie "Conehead." Anyway, that remind of a segment on 60Minutes - that even Mr James Wosley [sp?] who volunteered his service to the 6 Iraqi being detained, was unable to get any information as to why they were detained, despite the fact that being the former CIA director, he had top security clearance.

Speaking of security clearance, we need Ron R to give us an expert opinion on Mr John Deutsch being strip of security clearance in a delayed manner. Personally, I think the high priest was running out of virgins and passerbys, and remembered that grandma was a virgin once and decided to feed her to the volcano gods as well by pushing her into the ash-hole. But I am sure Ron can give a better explanation than my sort of superstition <VBG>

best, Bosco

Steve, OT

>"Maybe we should put the INS in charge of our nuclear secrets??"<

I suggest putting nuclear secrets under jurisdiction of the EPA. No constitutional rights to mess with, no court orders - just dream up some charges from the volumes of regulations and throw 'em in jail until they prove their innocence - take years to get it thru the courts, but who cares.

I would have suggested the IRS, but they had their hands slapped and are backing off for a while.

FWIW,
Ron
