Consortium Bombardier Alstom Notifies Amtrak of Delay on
High-Speed Train for Washington - New York - BostonCorridor

SEPTEMBER 1, 1999
MONTREAL, QUEBEC--The Consortium of Bombardier and Alstom,
manufacturers of the high-speed trainsets for the Northeast
Corridor in the United States recently informed Amtrak that it
will be unable to provide a thoroughly tested trainset and
high-horsepower locomotive in the fall of 1999, to ensure
high-speed rail revenue service by the end of this year.
The Consortium attributes the delay to the need for additional
testing and refinements. Excessive wheel wear has been exhibited
during testing of the equipment at the Transportation Technology
Center in Pueblo (Colorado). However, the train has demonstrated
its ability to achieve top speed.
"This delay is unfortunate but not unusual when new technology,
although proven, is being introduced in a new environment," said
Jacques Lapare, President of Bombardier Transportation, North
America. Although the Consortium has set a revised, tentative
delivery timeframe of spring 2000, it will be in a position to
commit to a new delivery schedule in 60 days.
Both Amtrak and the Consortium are concentrating their efforts on
solutions for resolving the outstanding issues and meeting
Amtrak's standards of excellence in the most timely manner. The
Consortium partners shared the power car and electric locomotive
design. In addition to being responsible for the complete design
of the coaches, Bombardier is manufacturing the locomotives, power
cars and coaches and integrating the trainsets. Alstom is
responsible for the complete design of the undercarriage (truck),
all traction-related equipment and auxiliary electrical systems.
The original order was announced in March 1996, with options
signed in July 1998, for the design and manufacture of a total of
20 trainsets, each consisting of two power cars and six coaches,
and 15 electric locomotives to be used on Amtrak's Northeast
Corridor. The original contract also includes the design,
construction and installation of three maintenance facilities for
the rolling stock, in Washington (DC), New York and Boston, as
well as the provisioning of management services for up to ten
years. Bombardier's share of the total order is CA $972 million
(US $710 million). The trainsets are being manufactured and assembled at the
Bombardier Transportation plants in La Pocatiere (Quebec),
Plattsburgh (NY) and Barre (Vermont).
