Mark,

<< With all these functions added through a slot, how does this affect the value of the operating system? The current thought is that Win CE is too big and not powerful enough >>

I'm betting on a much slimmer, trimmer, much more powerful CE ... 2+ years out. Win2000, Win CE, and Microsoft's Windows for smart cards OS are joined at the hip. As enticing as it is to invest in WAP thingies I have not taken the plunge in, lets say a phone.com, for that reason.

<< Are the Europeans going to be quick to adopt this payment technology >>

Done deal. Rolling out BIG time right NOW. Americans well ahead of Europe in plastic transaction cards with magnetic stripe. Copper wire and big infrastructure with on line authorization, low fraud, etc. Not so in Europe. Big resorts authorize on line maybe. Average nice bistro, no. Bring cash to Europe because the average joint will NOT accept your mag stripe Visa, MC, AMEX card if no chip. GSM wireless data availability and EMV specifications change the paradigm effective TODAY.
