Eric:
I agree! Instead of playing "catch-up" (which appears to be in part Lucent's strategy), Cisco is taking it to a whole new level! I have been waiting for a purchase like this for a while. Terabit Routers, Optical Routing, etc. are the name of the game right now, and Cisco just jumped to the fore-front!

If you look at Cerent's technology and products, as a professional you ought to admit they've got it.

I mean, I am amazed. They collapsed DS1 to DS3 Muxes + data switching and routing and broadband crossconnects into one box the size of a microwave. The EMS is embedded in it for easier and more effective monitoring and management. All (and I'm not reporting everything) at a fraction of the cost of the expensive, large bulky traditional SONET equipment. Moreover it is super scalable!

It's carriers's dream come true.

For your info, Dataquest estimates the SONET equipment market at $11B in 2000 and $14 in 2003. It is the largest segment of the fixed network equipment market.

So to answer THE question: No it does not appear that this was an expensive acquisition.
