I suppose that this would make the P/E issue worse, not better.

Not necessarily true.

When a company buys back its own shares it reduces the # of shares outstanding and increases the earnings/share.

Some companies with good cash flow but no earnings growth (not DELL obviously) use this to create the appearance of growth.

In the case of DELL I would rather see the money going to fuel intrinsic long term growth than in propping up the share price.
